Per Yonhap News Agency in South Korea, North Korea said Saturday it will consider a blockade an act of war, following announcement of new economic sanctions from the United Nations.  It also said it has started to enrich uranium and will “weaponize” plutonium.

The words were North Korea’s most threatening since May 26, when it called South Korea’s decision to join a U.S. anti-proliferation group “an act of war” and said it was no longer bound by the 1953 armistice.
